Down on upgrade

Is VicRoads the most inept government department of all time? I certainly think so.
The upgrade to the South Gippsland Freeway was signed as being between December 2013 and April 2014.
Here we are in July 2014 and work is still not finished.
I hope the company awarded the road works are being fined per day or each month for being late in delivering their contract.
Very poor performance by both VicRoads and the contracting company.
Everyone understands that upgrades will cause some inconvenience but when it extends two months over the allocated time frame, there is something seriously wrong.
