Council report canvasses different rating options

WHEN it comes to rates, Casey Council could do better.
Measured against 12 other Victorian councils, the rate review committee found Casey was the only council charging a flat rate.
Casey councillor Colin Butler said the committee revealed most ratepayers in low-density areas paid more than $1250 a year.
But he said more than 60 per cent of industrial and commercial landowners paid less than $1250 a year.
The committee also found that there were a number of variable rates the council could use if it wished, such as a new rating for heritage and green wedge properties.
Of the 12 other councils, 11 used capital improved value (CIV) as a rating base.
Six of the eight councils that have green wedge zones provide an environmental rebate.
“When I proposed to introduce a rate review committee I never expected such a comprehensive review and such a comprehensive report,” Cr Butler said.
“Councillors should be over the moon with this report.”
Councillors will now be briefed on the report before it goes to the council for recommendation.
The report is expected to be put on public exhibition at a later date for at least two months to allow submissions from residents.
